§ 2-33. Powers and duties.

  • (a)

    Generally. The council has all powers and duties set forth in state law.

    (b)

    Transfer of budgeted funds. The council may, if it deems it in the best interest of the county water and sanitation authority or the solid waste fund, within the appropriations provided by the annual ordinance for adoption of the fiscal year budgets for the water and sanitation authority and solid waste fund, transfer funds or any portion thereof from one line account to another as the needs may dictate. The director of the water and sanitation authority may transfer up to $10,000.00 from any account. Notwithstanding the provisions of this subsection, transfers for personnel or capital improvement items or transfers from the contingency fund must be approved by the county council.
